Chavez took office on January 10, 1992, as president of Venezuela. Soon after he was president, he created a hybrid army to join the military with the Navy. This army, called the Bolivarian Army, is made up of regulars, reservists, the Venezuelan military officers corps, and civilians. In 1995, Chavez made a series of decisions that marked him as a progressive leader and one of the western hemisphere's most committed leftists. This series of decisions included the creation of the Ministry of Popular Unity, military reform, a political reform to increase democracy and development in Venezuela, and the creation of cooperatives and communal council functionaries in Venezuela. Chaves has said of his first year in government that he set to \"organize the protests\" if there were to be any.
Chavez's early heroes were nationalist military dictators that included former Peruvian president Juan Velasco Alvarado and former Panamanian \"Maximum Leader\" Omar Torrijos. One dictator Chvez admired was Marcos Prez Jimnez, a former president of Venezuela that he praised for the public works he performed. 7211a4ac4a
